Texas A&M University Police Department Promotes Officers

The University Police Department would like to congratulate several of its officers who have been recently promoted. Master Officer Bobby Richardson has been promoted to the rank of Sergeant within the Field Operations Division. He has been employed with the department for 18 years and is a 2010 recipient of the Texas A&M University Police Department’s “Officer of the Year” award. In 2004 he was recognized by the MADD for his efforts in DWI cases. He previously served as a Field Training Officer and Theft Prevention Officer in the department’s Field Operations Division. Richardson is a native of Henderson, TX who earned a bachelor’s degree from Texas A&M and master’s degrees from Sam Houston State University and Texas A&M. He serves as the Assistant Fire Chief for the Blackjack Volunteer Fire Department in Robertson County. He and his wife, Kristen, reside in Robertson County.

Rodger Paxton

Rodger Paxton

Master Officer Rodger Paxton has been promoted to the rank of Sergeant within the Field Operations Division. He has been employed with the department for over 19 years and previously served as a Field Training Officer in the department’s Field Operations Division. Paxton is a 2005 recipient of the University Police Department’s Officer of the Year award. In 2011 he was recognized by MADD for his efforts in DWI cases. He is a native of Brenham, TX, and earned a bachelor of business administration degree in management from Texas A&M. Paxton and his wife Janet were married this year and reside in College Station.

Chad Houston

Master Officer Chad Houston has been promoted to the rank of Sergeant within the Field Operations Division. He has been employed with the department for 16 years and previously served as a Field Training Officer in the department’s Field Operations Division. Chad is a native of San Angelo, TX and earned a bachelor of science degree in agriculture business from Texas A&M. Chad and his wife, Jennifer, have been married for nine years and have one daughter, age five.

 

Mark Hartman

Mark Hartman

Master Police Officer Mark Hartman has been promoted to the rank of Sergeant within the Field Operations Division. He has been employed with the department for 15 years and previously served as a Field Training Officer in the department’s Field Operations Division. Prior to joining the department, Mark served four years active duty with the U.S. Marine Corps. He continued his service in the Marine Corps Reserve for 10 years, where he was deployed in support of Operation Iraqi Freedom. He completed his services achieving the rank of Staff Sergeant. Mark is a native of San Antonio. He and his wife, Monica, have been married for 18 years and have one son and a daughter, who both attend school in College Station.

Edward Costello

Sergeant Edward J. Costello IV has been promoted to Lieutenant of Personnel and Recruiting within the Special Services Division. He has been employed with the department for more than 20 years and held positions of leadership within the department’s Field Operations Division throughout his career. For the past eight years, Costello has served as a Patrol Supervisor within the Field Operations Division. He is a recipient of the Texas A&M University Police Department’s “Officer of the Year” award. He also served for 14 years in the Army National Guard and was honorably discharged as a Staff Sergeant. During his military career, he served overseas in Operation Iraqi Freedom and was awarded a Bronze Star for Service and an Army Commendation for Valor. Costello is a native of Garland, TX and holds a bachelor of science and a master’s of science degree from Texas A&M. He and his wife, Yvonne, have been married for 13 years and they have three sons and a daughter; all attend school in the Iola Independent School District.

Lee Elkins

And Master Officer Lee Elkins has been promoted to Sergeant within the Field Operations Division. He has been employed with the department for 20 years and is a recipient of the Texas A&M University Police Department’s “Officer of the Year” award.  He previously served as a Field Training Officer and Supervisor in the department’s Field Operations Division. Lee is a native of Denison, TX and holds a bachelor of arts degree from Texas A&M University-Commerce. He and his wife, Julie, have been married for 29 years and have two sons.

  3. I want to sincerely congratulate each person in the promotion process. Over the years, I had the privilege of working with each officer who was promoted. I am so proud to have been part of UPD and have known the people who “made UPD” for what is is today.
